Construction products are governed by the revised Construction Products Regulation — CPR (EU) 2024/3110 — not by ESPR. The CPR introduces the Declaration of Performance and Conformity (DoPC), a mandatory carbon-footprint declaration (GWP) and — phased in by product family — a Digital Product Passport. When Does It Become Mandatory?

Construction products are governed mainly by the revised Construction Products Regulation — CPR (EU) 2024/3110 (in force since January 2025), not by ESPR. From 8 January 2026 the CPR applies generally, and the carbon footprint (GWP) declaration becomes mandatory by product family — once the relevant revised harmonised standard is cited in the Official Journal; that is why it is being phased in rather than all at once. The mandatory DPP arrives in phases by product family — from ~2029 for cement to 2030–2031 for doors and windows. Steel is the first ESPR product group (delegated act 2026).

What Will the DPP for Construction Materials Contain?

The DPP for construction products covers the composition and origin of materials, energy efficiency, carbon footprint, durability and recyclability, as well as data on chemical substances, safety and instructions for use. The data backbone is the Declaration of Performance and Conformity (DoPC); construction builds on the existing environmental declarations (EPD under EN 15804) and is designed for machine-readable interoperability, including with BIM via EN ISO 22057 (the CPR does not legally mandate BIM).

Why Are Construction Materials a Priority?

Construction products account for a large share of the EU’s carbon footprint and generate significant amounts of waste. The sector is key to the transition to a circular economy and requires high transparency in the supply chain.

CPR Working Plan 2026–2029

The roadmap by product family is set out in the CPR Working Plan 2026–2029 (COM(2025) 772, 16 December 2025): standardisation requests, revised harmonised standards and DoPC and DPP deadlines for each family — cement and binders, steel, insulation, doors and windows. Registration runs through the EU Construction Products Database, not through the ESPR registry.

What is a DoPC?

The Declaration of Performance and Conformity (DoPC) merges the former Declaration of Performance (DoP) and the CE declaration and adds environmental indicators (GWP per EN 15804). It is the data backbone on which the construction Digital Product Passport is built.

CPR or ESPR?

Construction products fall under the CPR (lex specialis); ESPR explicitly excludes them. The exception is steel, which is at once a construction product (CPR) and an ESPR product group — under Article 12 the CPR takes precedence, and a single platform covers both.

Steps for DPP Implementation

Product Creation at the Factory

Data is entered for raw materials used – steel, concrete, insulation materials, coatings – along with information about their origin and quality during production.

Generating the Digital Passport

Each construction element (profiled sheet metal, insulation panels, tiles) receives a unique DPP with QR code/link containing information about composition, technical specifications, and safety standards.

Supply Chain Integration

Manufacturers, distributors, and construction supply stores add data on transportation, storage, installation instructions, and certifications such as CE or ISO.

Access for Retailers and Construction Companies

Retailers receive complete product information – dimensions, durability, installation instructions – while construction companies can verify compatibility and maintenance requirements.

Access for End Consumers

Investors and end customers can scan the QR code to see what materials were used, their environmental assessment, energy efficiency, and operating recommendations.

Post-Use Tracking

After demolition or renovation, the passport is updated with information about reuse or recycling of materials (e.g., steel, aluminum, glass), closing the circular cycle in construction.

This is a phased process under the CPR, not a single date. The GWP declaration becomes mandatory by product family, as the revised harmonised standards enter into force (starting from 8 January 2026). The mandatory DPP by product family comes into effect from ~2029 (cement) to 2030–2031 (doors, windows), with full environmental reporting by 2032.

Because CPR (EU) 2024/3110 is the sector-specific regulation for construction products (lex specialis), and ESPR explicitly excludes products covered by the CPR. That is why construction materials follow the CPR — with a DoPC, a GWP declaration and a phased Digital Product Passport — rather than an ESPR delegated act.

The DoPC (Declaration of Performance and Conformity) merges the DoP and the CE declaration and adds environmental data (GWP per EN 15804). It is the data foundation that then feeds the construction DPP — so the data collected for the DoPC is reused for the passport as well.

In phases. A delegated act for DPP service providers is expected around Q2 2027, followed by an act for the construction DPP system itself (data carrier, registry, access levels). For now there are no officially authorised construction DPP service providers — early preparation gives an advantage.

The carbon data (GWP/EPD) that the CPR requires under EN 15804 overlaps with the embedded-emissions reporting under CBAM for imports of cement, steel and aluminium. Collected once, the same data feeds both the DoPC/DPP and CBAM — with no duplication.
